International Forum Towards an Action Plan for Energy Efficient Housing in the UNECE Region

Today, buildings are responsible for a large share of total final energy demand; by and large, this energy is used in the residential sector. Demographic, economic and cultural changes will only increase the pressure of housing on energy demand and will be accompanied by even higher levels of greenhouse gas emissions. Evidence suggests, however, that it is the buildings sector and, in particular, the residential sector that could generate some of the greatest energy savings – and benefits of improved comfort, employment opportunities and fuel security of supply.

Roland Matzig in WienTo address this, the United Nations Economic Commission for Europe (UNECE) in cooperation with the City of Vienna and CECODHAS (the European Liaison Committee for Social Housing) is organizing an International Forum as a discussion platform on institutional, legal, technological, financial and other policies and measures that can enhance energy efficiency in housing.

The results of the International Forum will be used as input to an Action Plan for Energy Efficient Housing for the UNECE region, that is to be developed by the UNECE Committee on Housing and Land Management on the subjects of strengthening institutional capacities in legislation, related management and finance affairs, access to energy efficient public and affordable housing, and adopting innovations.

This Forum is free to attend and is open to practitioners, researchers, legislators, government and municipal staff, the construction, heating and insulation sector, NGOs and the general public.
